Cleanliness of the water that you swim in is of primary importance, and if you have a pool or spa of your own, you should maintain it in peak condition by regular water tests.
For the majority who must use public pools, drying drops used in the ear after each period of swimming can prevent most infections. These are readily available from chemists.
Ear plugs are the only other method of prevention. The ready-made ones often leak or fall out. Custom-made ones are available and are very good, but also rather expensive. Vaseline and cotton wool plugs make a cheap alternative.
